‘Sport Matters’: The Northern Ireland Strategy for Sport and Physical Recreation, 2009-2019 has a vision of "a culture of lifelong enjoyment and success in sport”, that by 2019 physically active lifestyles will be the norm, regardless of age, gender, disability, ethnic or social background and that the value of sport and physical activity in contributing to improved health and community cohesion will be understood, accepted and supported.

The strategy establishes 14 high level participation targets aimed at increasing the number of people taking part in sport and physical recreation, increasing the number of people from underrepresented groups who regularly participate in sport and physical activity and encouraging the widespread use of sport and physical activity as a primary health improvement tool.

Sport Northern Ireland achieves this by advocacy, research and investment.
